Monsignor, whose name was mentioned in the MI A.G. report on 10/22 regarding accusations of engaging in child sexual misconduct, was purportedly involved in the mistreatment of a young Cuban refugee and various other children residing at the Holy Family Home Orphanage during the period spanning from the late 1950s to the early 1960s. Regrettably, Gibbs passed away in 1988.
