The Untold Story of Father Francis McHugh: Fighting for Survivors’ Voices

R.D. Francis “Frank” B. McHugh, Order of Prémontré, was a significant figure in the religious landscape of the mid-20th century. Born on November 21, 1912, in Philadelphia, Pennsylvania, McHugh embarked on his religious journey at St. John Seminary in Little Rock, Arkansas, from 1930 to 1935. He then continued his vows at St. Norbert Abbey in De Pere, Wisconsin, taking his final vows in 1938.

A Dark Shadow: Credible Accusations of Abuse

Numerous educational and pastoral roles marked Fr. Francis McHugh’s career. He began teaching at Southeast Catholic from 1937 to 1949, where he also moderated the school paper, “The Rocket.” In 1949, he returned to the faculty of St. Norbert Abbey. There, he contributed significantly by editing the Annals of St. Joseph, coordinating alumni activities, advising the college yearbook “Des Peres,” guiding the freshman class, and moderating the Altar Servers’ Society.

His pastoral journey took him across various parishes. From 1953 to 1962, McHugh served as assistant pastor at St. John Parish in Essexville, Michigan, within the Saginaw Diocese. He then moved to Chicago, Illinois, as an assistant at St. Willibroad in 1962. Over the years, McHugh held positions as a pastor at several churches. 

In the fall of 2018, a thorough review of personnel files at St. Norbert Abbey brought to light credible accusations of sexual misconduct involving minors against McHugh. In April 2019, the Saginaw Diocese publicly accused McHugh of sexual misconduct during his time assigned to the Essexville parish from 1954 to 1962. This was followed by his inclusion on the Chicago Archdiocese’s list of accused individuals in October 2022.
